What counts as exceptional circumstances?

I would like to close my fixed rate saver. I want the money for a medical surgery (private health care) as the NHS waiting list is so long. Does this count as exceptional circumstances? Would my closure be granted?

The following are what we could consider as 'exceptional circumstances' - death, diagnosis of a terminal illness, bankruptcy, insolvency or sequestration. You can read more about this here.
