I received a letter saying I can only transfer a balance from a non-Tesco Bank credit card or a store card help in my name. Does this mean the non-Tesco Bank credit card has to be in my name also? Or can I transfer my partners balance to my card?

A balance transfer allows you to move debt from one credit card to another, in your name only. So, you wouldn't be able to transfer your partner's balance, I'm afraid.
